Find Common Ground on Complex Issues, Together.
An open, adaptable way to test ideas – and bring people into the decisions that affect them
What is Voxit?
Voxit is a European tech platform for online digital discourse. Thousands of people can take part in a conversation at the same time — exploring a topic through statements, including ones they add themselves.
Voxit builds on Polis, the open-source deliberation tool, bringing together several European Polis forks (versions) into one shared, actively maintained codebase. It's adapted to EU data protection standards (GDPR) and accessibility requirements, and can be linked to physical citizen councils or meetings to involve a wider group in the conversation — including on polarized topics.
Wat maakt Voxit uniek?
The full opinion spectrum, not just the majority
Voxit shows the whole range of views on a topic, not only where most people land. That gives organizers and participants a fuller picture of where opinions actually stand — including views a majority-only view would miss.
Participants shape the conversation
People don't just vote on statements written by the organizers — they can add their own. This keeps the conversation grounded in what participants actually think, rather than only what was anticipated in advance.
Uncommon ground, not just compromise
Meaningful deliberation often produces something richer than a middle-ground compromise: a new, shared understanding that emerges from engaging with different views. Voxit is built to surface that — even on topics that seem deadlocked.
Open, auditable, sovereign
Voxit is open-source and built to be inspected, not just used. Anyone can review how it works, host it themselves, or verify its results — instead of depending on a closed platform they have to take on faith.
From local to EU-wide
Voxit works at any scale — from a single community's conversation to a cross-border dialogue involving thousands of participants across Europe.
Built through European collaboration
Voxit brings together national and local initiatives across Europe, sharing code, learnings, and best practices — and connecting into the wider European civic-tech ecosystem.
Non-addictive by design
Voxit isn't built to maximize engagement or time-on-platform. There's no reply function, no feed to scroll — just statements to consider and vote on, designed to inform rather than provoke.

Yes, you can. Please get in touch with us.
In what ways can you use the tool?](https://voxit-site.betabreak.net/#) What makes Voxit unique is that participants can add their own statements to the dialogue, which others can then respond to. This makes the tool very well suited for exploring a topic — for example, if you want to gather ideas or test assumptions. There are also good experiences using the tool on strongly polarized topics. Not all the tool's possibilities have been discovered yet, so if you have a completely different idea, feel free to try it out and keep us, the developers, informed.
The larger the group, the more interesting the results become. We recommend a minimum of 10 participants. From 100 participants onward, the results generally become more interesting, since more statements are contributed by the participants themselves. That's when a real dialogue can develop among the participants.
Setting up a survey is simple. You come up with a question and statements, and then you can launch it. If you like, you can involve stakeholders at this stage, but it's not required. Most of the time goes into distributing the URL to your desired target audience. To help with this, we've developed a communication toolkit for inspiration.
Voxit is open source. There are no license costs associated with using it. However, you will need technical expertise to install and manage the software.
Participants add their own statements to the conversation. Other participants respond to these directly. Participants also see the results of the consultation immediately. The majority opinion is visible, as are the different opinion groups and what sets them apart.
Voxit is being built through a European partnership, bringing together organizations including Agora, Bertelsmann Stiftung, BetaBreak, Copernicani, COSS, CrownShy, East of Moon, fre(i)e software, Sitra, TiltShift, the Province of Zuid-Holland, Co-Intelligence Institute, RadicalxChange, and many engaged individuals. Together, we're building a public-private network of 'stewards' who jointly manage the tool.
With Voxit, we're building a tool for Europe — bringing together several European Polis forks into one shared, actively maintained platform. For information on Polis, the original tool Voxit builds on, visit pol.is to learn more about its latest developments.
Voxit is open source, which means anyone can view, copy, modify, or share the software. You can do this or read the software documentation at partici.app @ GitLab
